The seeds of Dev Sanskriti Vishwavidyalaya were sown when Kulmata Mata Bhagwati Devi Sharma Ji (1926–1994) recognized the divine samskaras and spiritual vibrations of this sacred land. During the Shraddhanjali Samaroh organized in 1990, Her Holiness Vandaniya Mataji experienced the profound spiritual energy of this awakened place. The land was later acquired to realize the vision of an institution dedicated to the renaissance of Dev Sanskriti.

After the Bhoomi Poojan on 23 May 1999, construction work began, and Dev Sanskriti Mahavidyalaya came into existence. The institution later attained the status of Dev Sanskriti Vishwavidyalaya through an Act passed by the Uttarakhand State Legislature on 22 January 2002 and notified in the official gazette through notification no. 123/Vidhayi & Sansadiya Karya/2002 dated 11 April 2002.

The University is recognized by the University Grants Commission (UGC), India, under Section 2(f) of the UGC Act, 1956. It is also certified under ISO 9001:2015 and accredited by NAAC.
